Introduction Efficient economic management requires timely, accurate and reliable information. The tasks of planners, budget officers, statisticians, policy analysts and policy advisers in this regard is crucially important, given the changes occurring in the world economy. The fact that the required information must be extracted from a large mass of data significantly limits the efficiency and effectiveness of manual process of data analysis and management. Fortunately, the advancements in computer-based information technology now facilitate operational efficiency, effectiveness and increased productivity. Moreover, they also provide a speedy and flexible response in policy formulation and implementation to cope with the challenges of a dynamic world. But the ability of planners, budget officers, statisticians, policy analysts and advisers to use the microcomputer is limited. Hence, the tasks of planning, budgeting and policy analysis are still largely operated manually. This leads to drawbacks. First, it often leads to unnecessary delays in information processing. Second, the human problems associated with such information processing always constrain the attainment of efficient and effective economic management at all levels. This course has been designed specifically to address these problems.
