64thANNUAL CONFERENCE ANNOUNCEMENT Date: 10th-12th October, 2023 Venue: TBA, Abuja Conference Theme: Building Resilience for Transformational Recovery. CALL FOR ABSTRACTS Background Global growth recovery and sustainability has been of concern since the 2008/2009 global financial crisis occasioned by the US housing bubble that had a spiral effect across several capital markets around the world. During the 2008/2009 global crisis, unpopular and unconventional monetary policy interventions were introduced. Unfortunately, global recovery remained sluggish. Since 2009, the world is faced with numerous geopolitical tensions and unexpected pandemic that further threatened the much-anticipated recovery. For instance, global economic activities were grossly affected again by the 2015/2016 commodity price shock. This further slowed down recovery as global demand weakened and most commodities - dependent economies experienced terms of trade shock cum fiscal constrained that resulted in their worst recession in 2016. Nigeria was amongst other African economies worst hit, thus manifesting in twin deficits-fiscal and current account deficits. This resulted in escalating debt profile as evidenced in rising debt service to revenue ratios in most African economies. The rising debt profile across these economies is further intensified by sluggish growth trajectories and narrowing fiscal space. However, as global demand picked in 2nd quarter 2017 thus manifesting in these economies coming out of recession, there emerged the geopolitical tension of US-China trade war and the Brexit. These geopolitical tensions further threatened the fragile recovery, and as the world including Africa battled to resolve these global tensions, a twin shock of oil price and COVID-19 global pandemic struck, leaving in their trail a heightened global concern for recovery. The COVID-19 pandemic halted global trade due to travel restrictions and economic lockdown that resulted in alarming job losses, unprecedented pressure on existing health facilities, and serious fiscal pressures across the globe. Prior to COVID-19, in 2020 the global economy was projected to grow at 3.3 percent, SSA at 3.5 percent, and Nigeria at 2.5 percent. However, these promising growth recoveries were short-lived by the COVID-19 emergence thus truncating the anticipated growth trajectories. Furthermore, as the world slowly recovered from the covid-19 pandemic imposed fiscal challenges owing to costly stimulus and intervention across the globe, the unexpected Russia-Ukraine war manifested. This resulted in global energy shortages and alarming energy prices across the globe, with the resultant global and domestic inflation. The Russia-Ukraine war did not only threaten growth recovery but also put pressure on the globe to combat inflationary pressure and supply chain disruptions. African economies including Nigeria were to contend with rising debt stock amidst narrowing domestic resources mobilization. This calls for global attention to build resilience to support transformational recovery across the globe especially in African economies. Thus, it is imperative that economists, experts, policymakers, and other stakeholders a cursory look at the pragmatic approaches and policies to building resilience for transformational recovery. This is the kernel of the 2023 NES conference. Conference Theme The 2023 NES International Conference theme focuses on building resilience for transformational recovery in SSA. The imperativeness of this year’s conference theme cannot be overemphasized as it is not only timely, but the several roundtable discussions, plenary presentations, and concurrent sessions’ presentations will unravel appropriate policy directions for Africa in general and Nigeria, in particular, to help in building the necessary resilience for transformational recovery. Conference Objectives African countries, including the leading African economies like Nigeria and South Africa, are at a disadvantage due to their high exposure to the global world. Increased globalization and contagion effect across the globe continue to expose these economies to global geopolitical tensions and exogenous shocks that impact negatively not only on their growth trends but also on their fiscal and external positions. However, sustainable policy interventions in building domestic buffers and resilience to foster transformational growth recovery are considered importance in this period. Thus, the conference aims at providing a comprehensive diagnosis of the several issues explaining sluggish recovery, fiscal constraints, as well as the optimal policy interventions necessary for transformational recovery in SSA in general, and particularly Nigeria. The Conference is expected to bring together outstanding delegates and participants across academia, industry, government, development partners among others to unravel policy direction for SSA on this theme. Sub-Themes Based on the Conference theme and objective, the sub-themes are: • Macroeconomic policy coordination and growth sustainability • Building a Sustainable Economy in a Challenging transition period • Structural reforms and economic transformation • Institution and transformational recovery • Global risks, spillovers and macroeconomic stability • Global risks, contagion and financial system stability • Energy pricing, subsidy removal and transformational recovery • Empowering Nigerian women entrepreneurs and bridging the gender gap in the economy • Leveraging technology for effective governance and public sector delivery Format of the Conference The Conference will feature many activities. There will be keynote paper presentations and plenary sessions with lead paper presentations and discussions. There will also be policy round table discussions where representatives of different stakeholders will lead discussions on several aspects of global uncertainties and the policy interventions so far. There will also be concurrent sessions’ paper presentations. Submission Guidelines We invite authors to submit Abstracts on any of the sub-themes listed above. The Abstract should be typed in standard MS Word or Adobe Acrobat PDF format. It should not be more than 700 words in length, typed in Times New Roman, font 12, double line spacing. The submission should include the following in the order in which they are listed: title of the research paper, the author(s), JEL classification codes, overview (not more than half a page), research objectives, and research hypothesis (if any), methodology (if any), Data (definition and proxies (if any) and data sources, expected results, references, and the corresponding author’s mailing address, phone and e-mail address (for papers that are jointly authored).
